1. The COMFWB Secretariat is inviting Individual Consultants or Agencies to submit their CV or Administrative and Financial Proposal for the following services :
SHORT TERM CONSULTANCY FOR REDESIGNING OF COMFWB WEBSITE
The Terms of Reference defining the minimum technical requirements for the services are attached as Annex 1 to this Request for Expression of Interest.
2. Individual Consultants and agencies are eligible for this assignment.
3. The maximum budget for this contract is US$1,000.00 for expert service/consultants’ fees. Proposals exceeding this budget will not be accepted.
4. Your Expression of Interest must be presented as perExpression of Interest Forms attached as Annex 2 to this Request for Expressionof Interest, in the English language and be accompanied by copies of all theindicated supporting documents. If the supporting documents are not in English,these shall be accompanied by a certified translation into English.

5. SCOPE OF WORK
5.1. Discovery & StrategicAlignment
- Audit of Existing Content: Identifying what stays, what goes, and what needs a rewrite.
- Stakeholder Interviews: Ensuring the "institutional character" is defined consistently across the organization.
- User Persona Development: Defining who needs to read the site and what their pain points are.
5.2. User Experience (UX)& Information Architecture
This addresses the"friendly and easy to read" requirement
- Sitemap restructurign Simplifying navigation so users can find information in three clicks or less.
- Wireframing Creating low-fidelity blueprints to prioritize information hierarchy.
- Accessibility Compliance Ensuring the site meets WCAG standards (essential for institutional credibility).
5.3. Visual Identity & UIDesign
- Modernizing the Style Tile Selecting clean typography (sans-serifs often feel more modern) and a refreshed color palette that honors the institutional brand.
- Responsive Design Ensuring the "dynamic" feel translates perfectly across mobile, tablet, and desktop.
- Micro-interactions Adding subtle animations (hover effects, smooth scrolling) to make the site feel "alive" without being distracting.
5.4. Technical Development
- CMS Integration Setting up a user-friendly backend (like WordPress, Drupal, or a headless CMS) so your team can update content easily.
- Performance Optimization: Improving load speeds—nothing feels "un-modern" like a slow website.
- SEO Migration Ensuring that "modernizing" the site doesn't result in losing years of established search engine rankings.
5.5. Content Strategy & Migration
- Readability Enhancement Breaking up "walls of text" into scannable sections with clear headings and bullet points.
- Visual Asset Refresh Sourcing or creating high-quality imagery and iconography to replace dated clip-art or low-res photos.
5.6. Quality Assurance &Launch
- Cross-Browser Testing Checking that the site looks identical on Chrome, Safari, and Edge.
- User Acceptance Testing (UAT): A final "stress test" by your internal team.
- Launch & Training Providing documentation or sessions so your staff can manage the "dynamic" elements themselves.
6. The deadline for submission of your application, to theaddress indicated above, is:
24th April 2026 at 16:00 hours Malawi time
7. Physical submission ofapplications is NOT allowed.
8. Your CV will be evaluated against the following criteria.
General qualifications 20
Adequacy for the assignment 60

9. Your proposal should be submitted as per the followinginstructions:
(i) PRICES:
The financial proposal shall be inclusive of all expenses deemed necessary by the Consultant for the performance of the contract.
(ii) EVALUATION AND AWARD OF THE CONTRACT:
Expressionsof Interest determined to be formally compliant to the requirements will befurther evaluated technically.
An Expression of Interest is considered compliant to the requirements if:
· The financial proposal does not exceed the maximum available budget for the contract.
The award will be made to the applicant who obtains the highest technical score.Expressions of Interest not obtaining a minimum score of 70% will be rejected.
(iii) VALIDITY OF THE EXPRESSION OF INTEREST:
Your Expression of Interest should be valid for a period of 90 days from the date of deadline for submission indicated in Paragraph 4 above.
10. The assignment is expected to commence within two (2)weeks from the signature of the contract.
